Every reusable artifact should declare owner, version, status, documentation, allowed use cases, accessibility requirements, analytics behavior, test coverage, and migration guidance.
Current Versus Target State
The maturity matrix separates documented policy, current implementation, enforced gates, and target architecture. That prevents aspirational rules from being mistaken for reliable controls.
